Just look at Iraq and how Petraeus is handling it. Currently, the only feasible external enemy that might unite men and women is the government. Or the Left. Bureacrats are naturally interested in expanding their power, regardless of political affiliation. Some affiliations are more energetic than others, of course, in this manner. External enemy is the best way to produce unity amongst any factions. Just look at Iraq and how Petraeus is handling it. Currently, the only feasible external enemy that might unite men and women is the government. Or the Left.
